Jei Rusija nustatytų tokias sąlygas, tai galėtų būti vertinama tik kaip bandymas pratęsti karą ir pakenkti diplomatijai. Jie reikalavo, kad paliaubos būtų visapusiškos: ore, jūroje ir sausumoje. Jie pabrėžė, kad tam reikės veiksmingos stebėsenos, kurią būtų galima sėkmingai įgyvendinti glaudžiai bendradarbiaujant su Jungtinėmis Valstijomis. Jie susitarė, kad paliaubos turėtų trukti bent 30 dienų, kad būtų sukurta erdvės diplomatijai.
